The Administrative Board of the Southern Interregional Department of the Antimonopoly Committee of Ukraine has started consideration of the case due to the presence of signs of violation of the legislation on protection of economic competition in the actions of the Kyiv District Administration of the Odesa City Council.
This was reported by the press service of the AMCU.
Antimonopoly officials stated that during the preliminary investigation, the department found that the Kyiv District Administration of the Odesa City Council had introduced a requirement to the tender documentation with the terms of the tender for the determination of the contractor for the collection and removal of household waste in the Kyiv district of Odesa that was not provided for by the current legislation.
According to the AMCU experts, such actions of the Kyiv District Administration of the Odesa City Council contain signs of violation of the legislation on protection of economic competition provided for in Article 50(3) and Article 15(1) of the Law of Ukraine "On Protection of Economic Competition" in the form of anticompetitive actions of a local government body.
Earlier, the State Ecological Inspectorate of the Southwestern District recorded the fact of systemic land pollution in the city of Bolhrad, Odesa region.
The inspection found that the city had no sewage treatment facilities to discharge sewage. Instead, wastewater from the centralized sewage system and sewage pumping stations is pumped outside the settlement and discharged without treatment onto a land plot of more than 3 hectares.
Such actions led to long-term soil contamination by sewage. The pollution was confirmed by laboratory tests.
