Two companies caught colluding in Mykolaiv tender: who was fined

Antimonopoly authorities found collusion between Blahoustriy-NK and individual entrepreneur A.M. Yakovenko during the tender.
According to the Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine, the tender was for the repair of a green zone on a street in Zavodskyi district of Mykolaiv in 2019. The cost of the work was estimated at almost UAH 5.8 million.
The investigation showed that these participants acted in concert to distort the results of the tender. Because of these violations, the administrative board of the Antimonopoly Committee recognized their actions as illegal and in violation of the law on the protection of economic competition.
As a result, Blagoustriy-NK was fined UAH 68 thousand, while the fine was not imposed on the individual entrepreneur A.M. Yakovenko, as he had ceased his activities.
The antitrust authorities noted that according to the law on public procurement, companies that have been held liable for such violations cannot participate in tenders for three years.
Earlier, Mykolaiv utilities colluded with a repair contractor to repair the tramway. Prices for construction materials were inflated. The city budget suffered damage worth UAH 4.5 million.
In Mykolaiv, a bid rigging conspiracy was also exposed. The participants agreed on their behavior during the auction for road repairs. The auction was held by the Korabelnyi District Administration in 2019-2020.
Kaiser regularly receives million-dollar road contracts without competitors from departments, administrations and utilities of the city. Between 2018 and 2024, the company signed agreements worth UAH 115 million 442 thousand 524.
In addition, in Mykolaiv, the contractor received about UAH 17 million for construction, but did not start work. The prosecutor's office filed a lawsuit and demanded to terminate the contract. The contract amount was about UAH 17 million.
