From more than 10 bidders: Odesa police selected potential drone suppliers

The Main Directorate of the National Police in Odesa region held two tenders for the purchase of DJI Mavic 3 Enterprise quadcopters and preliminarily selected two companies registered in Kyiv as winners.
The relevant information is available in the Prozorro electronic procurement system, according to the Center for Public Investigations.
Both auctions had quite a few participants. Thus, 13 companies took part in one of them, which provided for the purchase of 14 DJI Mavic 3 Enterprise drones with an expected purchase price of UAH 2 million 568 thousand 734.
The winner was Kalheon Limited Liability Company, which agreed to sell the drones for UAH 2 million 69.8 thousand.
According to the YouControl service, the company was registered in 2016 in Kyiv. The owner is Vadym Bolilyi from Kyiv.
Meanwhile, 10 companies took part in the second tender, including Calheon LLC, but the winner was Bullet Limited Liability Company. The company agreed to supply 20 DJI Mavic 3 Enterprise quadcopters to the police for UAH 1 million 937 thousand.
According to the YouControl service, this company is younger than its competitor - it was registered in 2023, also in Kyiv. The owner is Ivan Tsiurupa.
The procurement was conducted in the format of a request for quotation, which is a procurement method through Prozorro Market that can be used by the customer to determine the best price.
The procedure may seem similar to open bidding in terms of its stages, but its peculiarities make it much more attractive for both the procuring entity and the bidder:
- Of all competitive procedures, Prozorro is the fastest - at least 4 days;
- There is no stage for submitting questions, requirements or complaints;
- There is no need to prepare qualification documentation and, accordingly, the contracting authority does not need to qualify;
- There is also no "Reduction" stage.
- The customer announces a request for a product of a certain category, and then the system sends notifications to all suppliers who are accredited in it.
Earlier, the CPR reported that a company whose founder may have been involved in a tax evasion scheme has recently become the executor of budget contracts in Odesa.
