Police serve suspicion notices to two officials from Bolhrad district

The police served the director of a construction company and a technical supervision engineer with suspicion notices of violations during the construction of a school shelter in the Bolhrad district of Odesa region.

This was reported by the press service of the Main Directorate of the National Police in Odesa Oblast.

Law enforcement officers found that in 2023, the Education Department of the Bolhrad City Council, the director of a private construction company, and a technical supervision engineer signed contracts for the construction of a shelter for one of the lyceums in the Bolhrad district. However, the contractor intentionally entered false information in the reporting documentation about the types of work and construction materials that were not actually performed or used. And the technical supervision engineer did not properly fulfill his duties: he did not check and identify deficiencies and signed the acceptance certificates for the construction work performed. As a result, the Education Department of the Bolhrad City Council unjustifiably transferred budget funds in the amount of over UAH 400 thousand to the contractor's account.

In addition, the director of the construction company purchased furniture and a lift for people with disabilities for the school shelter at inflated prices that exceeded the actual cost by more than UAH 600 thousand. In total, the amount of damage caused to the Education Department of the Bolhrad City Council is over one million hryvnias.

Based on the evidence collected, investigators notified the director of the construction company of suspicion of misappropriation of property by abuse of office committed under martial law and on a particularly large scale, as well as of forgery, i.e. entering false information into official documents and issuing false official documents. If proven guilty, the man faces up to twelve years in prison with disqualification to hold certain positions or engage in certain activities for up to three years and confiscation of property.

The technical supervision engineer was notified of suspicion of official negligence, i.e. improper performance of official duties by an official due to negligence, which caused serious consequences. The maximum penalty is five years in prison with disqualification to hold certain positions or engage in certain activities for up to three years.
