In the first nine months of 2026, 307 people in the Kherson region were notified that they were suspected of crimes against national security, and indictments against 314 individuals were filed in court. The courts handed down convictions against 203 people, five of whom were sentenced to life in prison with confiscation of property.
This was reported by the Kherson Regional Prosecutor’s Office.
The majority of criminal cases involved collaboration with the aggressor—912 cases. Another 245 cases were opened for aiding an aggressor state, 197 for treason, 42 for encroachment on Ukraine’s territorial integrity, and 11 for sabotage.
In addition, law enforcement investigated the dissemination of information about the movements of Ukrainian military personnel and weapons, obstruction of the activities of the Armed Forces of Ukraine, financing of actions against the constitutional order, and attempts to seize state power.
Among those convicted was a resident of Kherson who, after the city’s de-occupation, transmitted data on the locations and movements of Ukrainian troops to the occupying authorities via Telegram. According to the prosecutor’s office, this information was used to plan combat operations and adjust artillery fire. The man was sentenced to life in prison with confiscation of property.
The same sentence was handed down to a 39-year-old Kherson resident who passed on information about the whereabouts of Ukrainian military personnel to Russian handlers.
The owner of a Kherson television channel was sentenced to 12 years in prison with confiscation of property for providing information to the aggressor state.
Separately, law enforcement officials notified a Kherson resident of his status as a suspect; during the occupation, he headed a regional library for youth illegally established by the Russians and participated in the creation of propaganda videos.
Additionally, 15 Ukrainian citizens involved in organizing and conducting illegal elections to the Russian State Duma in the temporarily occupied territory of the Kherson region in September 2026 were notified of the charges in absentia. Among them are the heads of so-called election commissions at various levels.
The prosecutor’s office continues to document crimes against national security and identify those involved in collaboration with Russia.
In addition, the court will resume hearing the case of Ilya Karamalikov, a member of the Kherson City Council, who is accused of treason. After nearly four years of proceedings, the composition of the panel has changed.
