In Odesa, 18 businesses owned by lawmakers and farmers are suspected of being involved in a tax scheme

Law enforcement officials have uncovered possible systemic violations of environmental safety regulations at 18 enterprises in Odesa, including agricultural companies, municipal institutions, and waste management companies. Some of these enterprises are owned by lawmakers.
The Center for Public Investigations examined the details of the case.
According to the investigation, some of the companies may have been operating without the required environmental impact assessment. Law enforcement officials also reported excessive or concealed discharges of untreated wastewater and chemicals into water bodies, including the Danube basin. Potential losses to the budget for 2020–2026 have been preliminarily estimated at over 4.5 million hryvnias.
Separately, investigators are examining the activities of Clear-City LLC, which operates the“Dalnytski Quarries” municipal solid waste landfill. According to the case file, during the landfill’s operation, toxic leachate may have leaked beyond the protective barrier, potentially causing contamination of soil and groundwater.
On August 13, 2026, the landfill was inspected with the participation of specialists from the State Environmental Inspection of the Southwestern District. During the inspection, leachate leakage was documented, soil samples were collected, and the contaminated area was determined to be 6,090 square meters. The extent of the environmental damage was preliminarily estimated at 6.5 million hryvnias.
Among the companies mentioned in the case files is Titan LLC, which, according to YouControl, is owned by Igor Kapitan, a member of the Odesa Regional Council. The corporate group associated with him includes companies owned, in particular, by his wife, Yulia Kapitan.

Meanwhile, Debut 2005 LLC is headed by Svitlana Dubova —the wife of businessman and former People’s Deputy Oleksandr Dubovyi, who was previously accused of orchestrating the embezzlement of over 92 million during the purchase ofthe “Krayana” factory building. Her companies are linked to the agricultural business in the Kiliya community.
