Keeper responded to the Center for Policy and Research's analysis of the finance department's work

The Odesa Regional State Administration provided clarification regarding the regulations governing the Department of Finance, certain provisions of which had been highlighted by the Center for Public Investigations.

The CPI editorial team received a response following the publication of an analysis on the work of the finance departments in the Odesa, Mykolaiv, and Kherson regions.

The Regional State Administration addressed four issues raised in the article. Specifically, these include:

  • monitoring compliance with budget legislation;
  • sources of funding for the department;
  • the procedure for appointing deputy directors;
  • the department’s authority in public procurement.

The administration noted that the disputed provisions are in line with the Model Regulations and current legislation.

At the same time, the Center for Policy and Reform (CPR) notes that some of the issues stem from differing interpretations of budget laws, the Model Regulations, and civil service legislation.

In particular, the CPR drew attention to the wording regarding the department’s funding from the state budget and other sources, as well as its authority regarding procurement and the management of budget funds.

The Odesa Regional State Administration explained that the relevant provisions were included based on the Model Regulations and the Law of Ukraine “On Public Procurement.”
