In Mykolaiv, ASC renovation exceeded UAH nine million and was delayed for another year

In Mykolaiv, the renovation of the Administrative Service Center (ASC) exceeded nine million hryvnias. The repairs are being done by a favorite of Mykolaiv departments, and the contract with the company has been extended for another year.
This was reported by the Center for Public Investigations with reference to the Dream digital restoration ecosystem.
In Zavodskyi district, non-residential premises are being overhauled to accommodate an administrative service center. The center will be equipped in accordance with modern standards, taking into account the principles of inclusion and barrier-free accessibility, and will become the third such center in the city after the Ingul and Central districts.
The project involves the modernization of infrastructure and the introduction of digital technologies: automated duty systems, online registration, electronic document management, and integration of electronic services. This will significantly improve the quality and accessibility of services for district residents.

The total budget for the center's arrangement is UAH 8.9 million. The project was funded by more than UAH 800 thousand from the local budget, and another UAH 5.6 million was provided by Denmark, Mykolaiv's permanent international partner.
According to Prozorro, technical supervision for 136,394 hryvnias is provided by the Mykolaiv City Council's municipal enterprise Capital Construction of Mykolaiv.
In June 2024, the Capital Construction Department of the Mykolaiv City Council tried to hold a tender for the construction of the ASC for UAH 9 million 360 thousand 229. At the same time, according to the Dream ecosystem, the total project budget is UAH 8 million 864 thousand 74. However, the bidding did not take place due to the lack of proposals.

The bidding took place later, without a competitive procedure, meaning that only one company submitted its offer. According to the Clarity Project analytical platform, the agreement was signed with ITC Mykolaivbud LLC on July 31, 2024.
According to the agreement, the contractor was supposed to complete the repair of the ASC on December 10, 204. However, starting from December 18, additional agreements were concluded with the contractor, and on December 31, 2024, the contract was extended.
The value of the agreement amounted to UAH 9 million 345 thousand. The contract states that the cost of the works in 2024 amounted to UAH 7 million 824 thousand 879, of which VAT amounted to UAH 1.3 million. In 2025, the cost of the works is UAH 1 million 520 thousand 120, including VAT of UAH 253 thousand 352. The contract is valid until December 31, 2025.

According to the YouControl analytical platform, ITC Mykolaivbud LLC was founded in 2017 with a registered capital of UAH 18 thousand.
Since 2018, the company has generated revenue of UAH 99.7 million through participation in public tenders. The company's main customers include the Department of Education, the Department of Housing and Communal Services, and the Department of Capital Construction of Mykolaiv City Council.
In 2023, Mykolaiv City Council filed a lawsuit with the Commercial Court against the Capital Construction Department and ITC Mykolaivbud LLC. The essence of the case was a demand to invalidate the results of the procurement for the reconstruction of Naberezhna Street from Moskovska Street to the pontoon pedestrian bridge. The grounds for filing the lawsuit were that the procurement was carried out in excess of budget allocations.

The Center for Public Investigations has already written about ITC Mykolaivbud. At the end of November, the reconstruction of the basement to shelter the lyceum was given to this company, which constantly receives contracts from city council departments and offices. It was the only one to submit a proposal. According to the tender documents, the contractor must complete the reconstruction of a part of the basement to shelter the lyceum by January 31, 2025.
Earlier, the Education Department of Mykolaiv City Council issued three tenders for the repair of the ventilation system in kindergarten shelters to the same company that the prosecutor's office had previously sued. Only one company took part in them and won. Thus, ITC Mykolaivbud LLC was awarded contracts to repair ventilation systems in three shelters of preschool educational institutions without competition.
