Swiss company earned 20 million in six months by supplying medical equipment to Mykolaiv hospitals

The company, registered in Switzerland, earned more than twenty million hryvnias in 2024 by supplying equipment to medical institutions in Mykolaiv region. In addition, it was involved in criminal proceedings for misappropriation of budget funds during the procurement of medical equipment.
We have already written about inflated prices in the procurement of medical equipment. The Center for Public Investigations decided to find out who supplies medical equipment worth millions of hryvnias to Mykolaiv hospitals.
According to the YouControl online analytical system, in 2024, eight hospitals in Mykolaiv region used the services of the same company for the supply of medical equipment. This is Protek Solutions Ukraine, a limited liability company.
The company was registered in 2009 with an authorized capital of 63 thousand hryvnias, and in Switzerland. Andriy Skrypka is listed as the company's director.
The main activity of the company is wholesale trade in pharmaceuticals. In addition to the main KVED, the company has six more. The legal entity representing the company is registered in Kyiv.
The company has earned a total of UAH 6 billion 234 million 141 thousand 238 in public tenders over the period of its operation. The Mykolaiv Regional Oncology Center is the most frequent customer of the company's services.
On August 19, the Oncology Center ordered a digital universal ultrasound system for UAH 4,949,000. And on August 3, it ordered a colposcope and a gynecological chair for UAH 1,136,239. Earlier, on April 8, an anesthesiology system for UAH 2,947,000.
In July, Primary Health Care Center No. 6 ordered a Versana Balance ultrasound diagnostic system for UAH 2,196,250.
In May, Mykolaiv Regional Clinical Hospital for War Veterans ordered an ultrasound diagnostic system for UAH 3,800,000.
The Pervomaisk Central City Multidisciplinary Hospital spent UAH 96,300 on the routine repair of the Optima XR240 amx mobile X-ray diagnostic unit. In February, it ordered maintenance services for the Optima CT 540 computed tomography scanner for UAH 210,000.
In April, the Yuzhnoukrainsk City Multidisciplinary Hospital spent UAH 3,500,000 from the budget on a mobile digital X-ray system. And the Yuzhnoukrainsk City Primary Health Care Center spent UAH 1,243,000 on a dental unit with a doctor's chair and an assistant.
Thus, the company earned more than twenty million hryvnias in public procurement in just seven months of 2024.
At the end of 2023, the Swiss company in question was involved in a criminal case of misappropriation of budget funds for the procurement of medical equipment.
In 2023, according to YouControl, the national police in Kharkiv region conducted a pre-trial investigation in a criminal proceeding.
A number of individual entrepreneurs created and headed an organized group whose activities were aimed at systematically misappropriating budget funds during the procurement of medical equipment. After transferring funds to the individual entrepreneur's account in accordance with the supply agreement, they cashed the money and then distributed it among the members of the organized group.
Recently, the Oncology Center conducted a procurement through an open bidding procedure, where the only participant was Protek Solutions Ukraine, which won the tender. The Oncology Center has already paid the full cost of the medical equipment, and under the contract it was to receive a new Logiq P9 ultrasound system with a two-year warranty.
The cost of the equipment was UAH 4.9 million. This company had previously sold a similar device for 250 thousand cheaper, and the market price of such equipment can be one million lower.
The oncology center is also among the top 15 largest customers of medical equipment in the region. Between 2023 and May 2024, the center spent UAH 17.6 million on medical equipment.
