One and a half million from the state budget allocated for construction of wells in Kherson region

More than 68 million hryvnias were planned to be spent on the construction of artesian wells in Kherson region. One and a half million was allocated from the state budget for the project development.
This was reported by the Center for Public Investigations with reference to the Dreamecosystem .
It is planned to build ten artesian wells to provide water supply to the Beryslav city territorial community due to the destruction of the Kakhovka HPP.
The project was initiated by the Department of Territorial Development of the Kherson Regional State Administration.

According to the project description, to facilitate the construction of new wells, the Kherson Regional Military Administration applied paragraph 5 of the Procedure for the Implementation of the Pilot Water Supply Project, approved by the Cabinet of Ministers of Ukraine No. 771 of July 25, 2023.
This clause allowed for work to be carried out under martial law without registration of land plots, urban planning documentation, expert opinions and construction permits, as well as without using the Unified State Electronic System in the field of construction and environmental impact assessment. This approach has significantly simplified measures aimed at restoring water supply in the region.
The project budget is UAH 68 million 900 thousand.

UAH 1 million 496 thousand 897 was allocated for the design. The contract for the development of design and estimate documentation was signed with the Vodoproekt company in September 2023.
UAH 67 million 360 thousand 772 is planned to be spent on construction.
According to the YouControl online analytical system, Vodoproekt LLC was registered in 2007 with a charter capital of UAH 33 thousand. The owner of the company is Oleksiy Vitaliyovych Yakubtsov.

During the period of its activity, the company has earned UAH 19 million 331 thousand 254 from public tenders. It was not involved in any criminal cases.
There are also plans to build an underground sewage treatment plant in Kherson region. More than eighty million hryvnias in funding are being sought for this purpose. The facilities will be made of modern materials, fully automated, and designed to minimize energy consumption.
And the International Organization for Migration has financed the purchase of equipment to restore water supply in Kherson Oblast. More than four million hryvnias were spent on this. It is planned to purchase and install energy-saving equipment for artesian wells in the settlements of the Beryslav community.
