Mykolaiv allocated 138 million to repair radiology complex of oncology center

In Mykolaiv, more than UAH 138 million was allocated to repair one of the buildings of an oncology clinic. The repairs began in 2019, and in 2021, it was emphasized that the facility was 85% complete.
The Center for Public Investigations decided to find out the details of this repair.
Thus, according to the Dream digital recovery ecosystem, major repairs of the radiology building of the Mykolaiv Regional Oncology Dispensary are currently planned.
The project was initiated by the Department of Urban Planning, Architecture, Capital Construction and Development Project Support of the Mykolaiv Regional State Administration.
The area of the site is 8.1321 hectares, with a construction area of 2365.68 square meters. The number of people who will use the service is 300. This time, the estimated duration of the repair is 8 months. It is also noted that the project is included in the regional development program for 2024.
The project budget is UAH 138 million 138 thousand 182. The State Fund for Regional Development financed 93.38%, that is, UAH 28 million 992 thousand 952. The project was funded in 2023.
The accompanying documents indicate that the repair contract was signed with Antares-BUD LLC back in 2020.
A little background. In July 2019, the Mykolaiv Regional Oncology Dispensary announced a tender for the overhaul of the radiology building. The procurement budget amounted to UAH 77 million 440 thousand 502. Five companies competed for the tender, including Antares-BUD. However, all proposals were rejected. The reason given was that all bids were rejected in accordance with the Law on Public Procurement.
According to the Mykolaiv Regional Council of 11.11.2019, the total cost of the work was more than UAH 73 million, of which almost 18 million was spent on construction work and about 56 million on the purchase, installation and commissioning of medical equipment. The relevant decision was made in December 2018.
According to the analytical portal Slovo i Dilo, in 2019, the above-mentioned facility was constructed at the expense of the State Regional Development Fund and co-financing from the regional budget. As part of the project, the Mykolaiv Regional Oncology Center purchased a modern gamma-ray therapy unit for remote radiation therapy "Terabalt" and a computed tomograph "Sinovision Insitum 32", which are being stored for the period of overhaul of the radiology building. Modern radiological equipment was also purchased: a brachytherapy unit "Sagi Nova HDR".
In June 2020, additional funds were allocated for the overhaul of the radiology building of the Mykolaiv Regional Oncology Center. As of January 19, 2021, due to quarantine restrictions, representatives of the company from which the hospital purchased the equipment could not install it.
According to the Order of the Cabinet of Ministers of Ukraine of April 12, 2021, No. 297-r "On Investment Programs and Regional Development Projects that Can Be Implemented in 2021 at the Expense of the State Regional Development Fund", another UAH 10 million 191 thousand 427 was allocated for the overhaul of the radiology building of the oncology dispensary.
On March 16, the newspaper of the Verkhovna Rada of Ukraine, Holos Ukrainy, announced that the repair of the radiology building of the Mykolaiv Regional Oncology Center, which began in 2019, is still ongoing as part of the national Big Construction program. The facility is 85% ready. The sources of funding are the State Fund for Regional Development (over UAH 66 million) and the regional budget (almost UAH 20 million), which in total amount to UAH 86 million.
In 2021, the construction right was transferred to another customer. In November 2021, the Department of Urban Planning, Architecture, Capital Construction and Support of Development Projects of the Mykolaiv Regional State Administration announced a tender, but for UAH 13 million 932 thousand. The justification states that the Department of Urban Development, Architecture, Capital Construction and Support of Development Projects of the Mykolaiv Regional State Administration and Antares-BUD LLC concluded a construction contract No. 53 dated November 10, 2020, for UAH 35 million 28 thousand 399 thousand.
Due to the actual condition of the structural elements of the radiology building, it became necessary to carry out additional construction work not specified in the original project, but which became necessary due to unforeseen circumstances. The contract was also concluded with Antares-BUD LLC.
By the way, this company has repeatedly appeared in journalistic and other investigations. For example, in June, an auction for more than thirty million was held, where the company involved in the case of misappropriation of budget funds won the contract. According to YouControl, this company is involved in 31 court cases. In the period from 2011 to 2024, Antares-BUD earned almost a billion hryvnias on budget contracts.
The co-owners of Antares-BUD LLC are Volodymyr Tsutskarev and his daughter Yulia Filipova. The company is currently involved in criminal proceedings for embezzlement of budget funds during the overhaul of the roof of the Luparivska school in 2019.
Earlier, the company won contracts for the construction of two shelters in Mykolaiv hospitals. The total amount of the contracts has already amounted to UAH 145 million. Journalists checked the prices of construction materials in the estimates of the two shelters. Some prices are higher than market prices.
Mykolaiv has also selected a contractor to build a new shelter at the regional children's hospital. The contract for the construction of the bomb shelter was awarded to the aforementioned Antares-Bud company for 62 million 828 thousand hryvnias.
