The National Agency for Corruption Prevention has identified unexplained assets totaling 5.1 million hryvnias and false information amounting to more than 2.2 million hryvnias in the asset declaration of Maksym Boiko, the head of one of the district police departments in the Odesa region. The violations pertain to real estate, a vehicle, and declared funds.
The Center for Public Investigations examined the details of the audit.
The NACP has completed a full audit of Boiko’s 2024 declaration. He heads Police Department No. 1 of the Odesa District Police Administration No. 1. The audit took place from May to October 2026.
The biggest questions arose regarding a non-residential property valued at 5.1 million hryvnias, which was registered in the name of a close relative of the official under a gift agreement. At the same time, according to the National Agency for Corruption Prevention (NAZK), the premises were actually used by the police officer and his wife. An audit of the donor’s financial capacity did not confirm that he could have purchased such real estate.
The agency also identified discrepancies in the declaration regarding cash assets totaling 2,256,000 hryvnias. The documents provided by the official did not refute the auditors’ findings.

Separately, the NACP investigated the purchase of a 2017 BMW X1. Boiko listed the car’s value as 150,000 hryvnias, although experts estimated the minimum market price at the time of purchase to be over one million hryvnias.
Based on the results of the audit, the agency identified indications that assets totaling 5.1 million hryvnias were of unjustified origin. At the same time, the NACP did not find any evidence of illicit enrichment or a conflict of interest.
The agency decided to notify the official of the identified violations and to take the measures provided for by law.
