The National Agency for Corruption Prevention has identified inaccuracies and false information in the 2024 asset declaration of Maksym Frolov, deputy director of the Finance Department of the Odesa City Council. Among other things, the official failed to disclose a plot of land, his wife’s bank accounts, and a financial obligation totaling 1.4 million hryvnias.
According to the Center for Public Investigations, this is stated in the NACP’s report following a comprehensive review of the declaration, which the agency completed on October 1, 2026.
According to the NACP, the official failed to list in his declaration a 478-square-meter plot of land valued at nearly 100,000 hryvnias. It is jointly owned by him and his wife, with each holding a 50% share. The declarant explained that he mistakenly believed the plot had been declared along with the house located on it.
Additionally, in the income section, he failed to list a 60.6-square-meter apartment valued at 800,000 hryvnias, which he received as a gift from his father. The official did declare the property itself but did not report it as non-monetary income.
In addition, the NACP found that the declaration lacked information about funds in the official’s bank accounts at three banks—totaling 6,609.15 hryvnias. Frolov explained that he did not consider it necessary to declare these amounts because they did not reach the established threshold. The agency did not accept this explanation. Separately, the audit revealed undeclared funds in his wife’s accounts and a lack of information regarding the banks where she held accounts.
However, the NACP did not find any evidence of illicit enrichment, unexplained assets, or violations of laws regarding the prevention of conflicts of interest. The agency also did not find any evidence of violations of financial control requirements or the declaration of false information.
Details of the audit are available in an article by the Center for Public Investigations.
