Antitrust authorities found that the executive committee of the Mykolaiv City Council appointed a temporary bus operator for a bus route in violation of the law. The municipal enterprise “Mykolaivpastrans” was granted the right to operate the route without a competitive bidding process.
This was reported by the Southern Interregional Territorial Branch of the Antimonopoly Committee of Ukraine.
According to the agency, “Mykolaivpastrans” was appointed as the temporary carrier on the city bus route effective October 5, 2026. However, the executive committee did not hold a competitive bidding process, as required by law.
The Antimonopoly Committee believes that this decision may have artificially restricted competition and deprived other transportation companies of the opportunity to provide passenger transportation services in Mykolaiv.
On November 5, 2026, the administrative panel of the AMCU’s Southern Interregional Territorial Branch began reviewing the case against the City Council’s Executive Committee. The case concerns a possible violation of legislation on the protection of economic competition.
“Mykolaipastrans” is a municipal enterprise that provides bus transportation in Mykolaiv and operates the city’s public transit routes.
Dmytro Danilenko has headed the enterprise since January 2026. He has over 20 years of experience in the transportation sector.
