The total savings of the 36 heads of courts in the Odesa region amounted to 150.5 million hryvnias, of which 111.6 million hryvnias—or 74%—were cash savings.
This was discovered by journalists from the Center for Public Investigations and Intenta after analyzing the financial reports of 36 heads of local and appellate courts in the region.
The head of the Fifth Administrative Court of Appeal,Oleksandr Dzhaburia, saved the most—43.4 million hryvnias, 15% more than last year (37.7 million). Almost all of this is cash (36.9 million): 450,000 euros (22.4 million hryvnias), 100,000 and 105,000 U.(8.7 million hryvnias combined), plus another 80,000 euros and other currencies. The family holds a relatively modest 1.8 million in bank accounts.
In second place is Natalia Bohatska, Chair of the Southwestern Commercial Court of Appeal: 28.2 million hryvnias. She is the only one of the top five whose assets decreased over the year—by 7% (from 30.5 million). Almost the entire amount is again in cash: 496,500 and 57,600 U.S. dollars (23.5 million hryvnias) and 51,900 euros (2.6 million hryvnias), with another 2.6 million in bank accounts.

Serhiy Chvankin ranks third with 21.6 million hryvnias, 21% more than last year (17.9 million). Unlike his predecessors, most of his funds are in bank accounts (18.8 million): euros, dollars, and hryvnias; only 2.8 million is in cash.
Vladimir Petrov, Chairman of the Commercial Court of Odesa Region, saw almost no change in his assets over the year—8.6 million hryvnias (8.6 million last year): 60,000 U.S. dollars (2.5 million hryvnias), 45,000 euros (2.2 million hryvnias), and 3.8 million in cash.
Rounding out the top five in this ranking is Oleksandr Boyarskyi —7.4 million hryvnias (4% more than last year’s 7.1 million hryvnias), all held exclusively in bank accounts: $30,000 and $20,000, 45,000 euros, and an additional $3,960. Interest on these deposits brought him 294,000 hryvnias in income.
We observed the most dynamic growth in the assets of Vadym Kovalenko, head of the Primorsky District Court of Odesa: his savings nearly doubled (+99%), reaching 4.65 million hryvnias.
In contrast, eight court chairs did not declare any savings at all: Lima Nader (Ananyivsky), Serhiy Dranikov, chair of the Bilyayivsky District Court, Alla Kravtsova, chair of the Bolhradsky District Court, Natalia Vinska, head of the Dobroslavsky District Court; Oleg Vuzhilovsky, head of the Lyubashivsky District Court; Galina Pavlovska (Podilsky); Natalia Toncheva (Tarutinsky); and Volodymyr Gurevsky, head of the Khadzhibey District Court of Odessa. The smallest non-zero savings were held by Kateryna Ryazanova, Chair of the Saratsky District Court (218,000 hryvnias), and Yevhen Kozyrsky, Chair of the Ovidiopolsky District Court (254,000 hryvnias).
