Former Odesa Mayor Trukhanov has been released from round-the-clock house arrest. He was under house arrest as part of a case of official negligence related to the consequences of the deadly weather in Odesa.
This was reported by the former head of the Odesa District Council Vitaliy Barvinenko.
According to Barvinenko, the court canceled the "politically motivated" preventive measure for former Odesa Mayor Gennadiy Trukhanov.
The trial against the former Odesa mayor began in October 2025. On October 28, 2025, former Odesa Mayor Hennadiy Trukhanov was notified of suspicion of negligence, which, according to the investigation, led to the deaths of people during severe weather in September of that year.
According to law enforcement officials, the tragedy was the result of the unpreparedness of the city's infrastructure for the disaster, in particular the inadequate state of the drainage system. Trukhanov, on the other hand, claimed that the events were a natural disaster.
A heavy downpour on September 30 killed 10 people in Odesa. The storm caused widespread damage: flooding of streets, power outages, property damage, and massive tree falls. About 300 private and 400 apartment buildings were damaged, and people died.
On October 31, 2025, the Pecherskyi District Court of Kyiv imposed a pre-trial restraint on Trukhanov in the form of round-the-clock house arrest with the wearing of an electronic bracelet for a period of 60 days. Subsequently, the court repeatedly extended this measure of restraint.
On December 23, the court again upheld the round-the-clock house arrest, agreeing with the position of the prosecutor's office, which insisted on the existence of procedural risks and grave consequences of the alleged offense. The former mayor himself stated that he would appeal the court's decision.
As part of the same proceedings, another eight officials of the city council and municipal enterprises were notified of suspicion, including deputy mayors, heads of departments, and employees of the municipal enterprises.
Eight officials were then notified of suspicion of official negligence. Among them were deputy mayors Hanna Pozdnyakova and Valeriy Silin, head of the City Roads utility Vadym Todiychuk, and director of the Municipal Economy Department Leonid Hrebenyuk.
In November, Trukhanov 's bail was paid in full - UAH 42 million. The money was provided by the family of Vitaliy Barvinenko, the head of the district council. According to the lawyer, more than 25 people donated money and began paying the required amount immediately after the court ruling, and the balance of UAH 12 million was paid on November 17.
