Expensive tiles and low wages were used for the renovation of the beach in Odesa

In Odesa, there are plans to renovate a section of the “Vidrada” beach at a cost of 35.45 million hryvnias. The cost estimate draws attention, in particular, to the prices of sidewalk pavers and cement, as well as labor costs.
According to “Nashi Hroshi,” the Odessa City Council’s Department of Engineering Protection of the City Territory and Coastal Development has commissioned the reconstruction work to “Capri Top” LLC.
Work on the section between breakwaters No. 6-B and No. 6-V is scheduled to be completed by the end of May 2027. The project involves installing utilities, replacing the paving stones on the promenade, replacing stairs and fencing, and installing a ramp, handrails, and an elevator.
Modular structures for administration, medical care, restrooms, and watercraft storage are also planned for the beach. The work will be funded from the city budget.
As noted by “Nashi Hroshi,” certain items in the cost estimate are significantly more expensive than market prices. In particular, concrete sidewalk pavers were quoted at 1,764 hryvnias per square meter, whereas the offers from other manufacturers cited by the publication range from 520 to 1,400 hryvnias.
Another item is M400 Portland cement without additives. In the cost estimate, its price is 16,000 hryvnias per metric ton, whereas “Nashi Hroshi” cited an offer for a similar cement at 8,000 hryvnias per metric ton.
According to the journalists’ calculations, the potential overpayment for these two items alone could exceed 2 million hryvnias.
The contract was awarded to Odesa-based Kapri Top LLC. No other bidders submitted proposals for the tender, so the company effectively received the contract without competition. The contract is worth 35.45 million hryvnias, of which 4.78 million hryvnias are allocated for 2026, and the remainder for 2027.
"Capri Top" has been in operation since 2021. According to “Nashi Hroshi,” since 2023, the company has received government and municipal contracts totaling 125.75 million hryvnias. The current contract for the reconstruction of “Vidrada” is its largest to date.
