Communities of Bashtanka rayon spent 50 million on maintenance and 294 million on landscaping

In the Bashtanka district, most communities financed territorial defense only partially or did not allocate funds for preparing the population for national resistance. At the same time, spending on landscaping exceeded spending on territorial defense, which demonstrates the priority of local authorities in the allocation of budget resources.
The Center for Public Investigations continues to analyze how the leadership of the Bashtanka district communities allocated funds to prepare the population for national resistance measures, including territorial defense, compared to spending on landscaping in 2022-2025.
For example, in 2022, the Novobuzka community spent UAH 2.2 million on territorial defense out of a total budget of UAH 140.9 million, while UAH 8.9 million was spent on landscaping. In the next three years, there was no funding for TROs, although the total budget was steadily increasing, reaching 239.1 million hryvnias in 2025, and spending on landscaping ranged from 14.4 to 25.5 million.

A similar situation is observed in the community of Vilnozaporizhzhia, which in 2022 spent UAH 815.3 thousand on territorial defense, and in subsequent years there was no funding for TRO, while spending on landscaping constantly increased from UAH 469.3 thousand to UAH 1.1 million. The Sofiyivka and Pryvilne communities spent no money on maintenance in 2022, while they allocated between UAH 12 and 20 million for landscaping over four years, with a total budget of over UAH 265-318 million.
Another group of communities financed territorial defense irregularly. In the Bashtanka City Council, expenditures on TRO were made only in 2022 for UAH 1.2 million and in 2023 for UAH 1.4 million, while the total budget for landscaping during this period ranged from UAH 5.7 to 36.2 million annually, with a total budget of UAH 1.3 billion.
The Volodymyrivska community spent 7 thousand hryvnias on maintenance in 2022 and 60 thousand in 2024, with no planned allocations for other years, and spending on landscaping remained between 1.3 and 2.4 million hryvnias annually.
The Kazankivska council financed TRO only in 2022-2024, no funds for territorial defense were provided in 2025, while expenditures on improvement were constantly growing from 4.9 to 21.5 million hryvnias per year, with the total budget for this period reaching 751.5 million. The Bereznehuvata community spent 1.2 million on maintenance in 2022 and 198.1 thousand in 2024, and 23.3 million on landscaping in 2022-2025.

Four communities of the district did not finance territorial defense at all in 2022-2025, although they continued to allocate funds for landscaping. In particular, the Shyrokiv community spent 811.7 thousand hryvnias on landscaping out of a total budget of 171.8 million, the Snihuriv community spent 34.3 million out of a total budget of 977.7 million, the Horokhiv council spent 38.5 thousand out of 243.2 million, and the Ingul community spent 16.4 million out of 373.8 million.
In general, funding for territorial defense in the Bashtanka district lagged far behind spending on amenities. In 2022-2025, the communities spent UAH 9.2 million to support the TRO and UAH 294.7 million on landscaping.
Also, in 2022-2025, communities in Odesa district spent UAH 767.2 million to support territorial defense and UAH 5.5 billion on landscaping and maintenance.
