During an audit of the financial disclosure statement of Yuriy Yelinevsky, a member of the Mykolaiv Regional Council, the National Agency for Corruption Prevention (NAZK) discovered a car that had been purchased at an undervalued price.

This is stated in the NACP’s report.

The audit took place from January 12 to April 10, 2026. Based on its findings, the agency identified several inaccuracies in the declaration. The most notable of these was the price of the car.

Yelinevsky purchased a 2018 Toyota Land Cruiser 200 on November 7, 2024. The sales contract listed the price as 200,000 hryvnias; the seller was the deputy’s son-in-law.

According to Auto.ria, cited by the NACP, the “minimum average market value” of such a car is $55,000. This amounts to approximately 2.28 million hryvnias at the exchange rate on the date of purchase, the agency noted.

The lawmaker attributed the low price to the car’s technical condition, the number of previous owners, and an insurance claim. The NACP noted a discrepancy in the valuation of the declared assets.

In addition to the car, the declaration did not include a house and a plot of land in the Mykolaiv region. The lawmaker used them as his actual place of residence throughout 2024.

He had owned the property since 2005. In October 2022, he gifted it to his daughter, and at the time of the gift, the house and land were valued at a total of 1 million hryvnias. According to the National Agency for Corruption Prevention (NAZK), despite the transfer of ownership, the use of the real estate should have been disclosed in the declaration.

Additionally, the declaration did not include certain income earned by the lawmaker’s wife:

  •  200,000 hryvnias from the sale of a Peugeot 308;
  •  over 4,500 hryvnias in insurance payments;
  •  313 hryvnias in other income from a bank;
  •  about 1,000 hryvnias from the National Cashback Program.

In addition, the National Agency for Corruption Prevention (NAZK) identified unreported account balances in Yelinevsky’s accounts totaling 18,109.65 hryvnias.

According to the deputy, he mistakenly combined cash and funds in his accounts and declared all his savings as cash. The agency did not accept this explanation as sufficient to refute the violation.
