The National Agency for Corruption Prevention (NAZK) found false information totaling more than 2.9 million hryvnias in the asset declaration of Ruslan Syrotiuk, a member of the Odesa Regional Council. The discrepancies concerned real estate, his wife’s car, corporate rights, and bank accounts.
The Center for Public Investigations examined the NACP’s findings.
The National Agency for Corruption Prevention audited Syrotiuk’s 2025 declaration from July 20 to October 29, 2026. The report on the results of the full audit was dated October 30.
The NACP identified the largest amount of false information—1,489,200 hryvnias—in the real estate section. Specifically, the deputy failed to declare a 43.5-square-meter patio in Dobroslav and provided false information regarding five land plots for which ownership rights had been terminated or changed.

Some of the findings concerned his wife’s property. In the declaration, a 2020 Toyota RAV-4 Hybrid was valued at 385,000 hryvnias, with the date of purchase listed as November 6, 2020. However, the registry showed that it was purchased on December 15, 2021, for 100,000 hryvnias. Moreover, Sirotyuk personally represented the seller during the signing of the contract.
The NACP also determined that the lawmaker failed to declare the sale of a 50% stake in Amilor Group LLC for 600,000 hryvnias. Furthermore, he did not report the transfer of two land plots to the company’s authorized capital.
Another 2,581 hryvnias’ worth of false information concerned the balances in accounts at Oschadbank and PrivatBank. The declaration also incompletely listed the bank accounts of his wife and daughter. Sirotyuk attributed some of the discrepancies to errors and promised to correct the information in his next declaration.

The NACP determined that the total amount of false information exceeded 2.9 million hryvnias. At the same time, the agency found no evidence of illicit enrichment or unjustified assets.
