Millions from mom and government contracts: how Mykolaiv officials made their fortunes

The ten richest Mykolaiv deputies and officials declared over UAH 230 million in 2024. Former regional council deputy Yurii Kormyshkin earned the most, and some of the ranking participants received millions as gifts from relatives.

The total income of the 50 richest families of deputies and officials in Mykolaiv region in 2024 reached more than UAH 348 million. Only ten declarants accounted for two-thirds of this amount.
Yuriy Kormishkin, a former deputy of the Mykolaiv Regional Council, topped the ranking with his declared income of 67.2 million. One of the unexpected leaders was Mykola Kapatsyna, a member of the city council, whose income of 34.9 million hryvnias included a gift from his mother worth more than 20 million.
The top three also includes Serhiy Kantor, a city council member and owner of Equator PJSC, who declared 17.1 million. Another participant in the ranking is Anatoliy Gasiuk, a member of the Veselynivka village council and agribusinessman, who earned UAH 15.3 million.
The fifth position is occupied by Oleksiy Medvid, acting director of the Mykolaiv Alumina Plant, who actually received UAH 13.9 million in salary alone, despite the fact that the company has not been operating since the beginning of the full-scale war.
Serhiy Shulhach, a member of the regional council and owner of companies with public contracts, declared 11.2 million. His daughter, Anastasia Shulhach, although officially received only 88 thousand hryvnias in salary, additionally received another 945 thousand hryvnias as a gift from her father.
Volodymyr Luuk, deputy head of Mykolaiv customs, has 10.6 million hryvnias of income, a significant part of which was provided by the business of his wife, a lawyer who represents companies related to the Prometheus agricultural group.
MP David Arakhamia, although he has no direct business in the region, made it to the top ten with UAH 9.4 million in income, mostly from the profitable sale of property in Mykolaiv.
City council member Tetiana Dombrovska with UAH 8.8 million and district council member Serhii Kolesnyk with UAH 8.7 million, both of whom are representatives of the successful private sector, rounded out the ranking.
According to the media, this gap in wealth between the leaders of the ranking and other government officials indicates the concentration of significant wealth in the hands of a limited number of officials, often connected to business or influential family ties.
The car fleets of Mykolaiv deputies differ significantly: some of them have dozens of luxury cars, motorcycles and specialized equipment in their declarations, while others have not declared a single vehicle. The families of some MPs own more than 20 cars, while some MPs did not declare any at all.
