Law enforcers save hospital in Odesa region almost a million on equipment purchases

With the intervention of the Berezivka District Prosecutor's Office of Odesa Oblast, inefficient spending of budget funds in the amount of UAH 900 thousand was prevented during the purchase of medical equipment for a local hospital.

According to the Odesa Region Prosecutor's Office, in April 2025, the Bereziv Central City Hospital entered into an agreement with an entrepreneur for the supply of 10 patient monitors and 20 sets of hospital beds worth UAH 2.8 million.

"The winner of the bidding, which was attended by only one participant, was an individual entrepreneur aged 20, registered several months before the procurement," the statement said.

In the course of processing information from theProzorro portal, the prosecutor's office found that the prices for the equipment were significantly higher than the market average. In addition, the supplier turned out to be associated with business entities that had previously been prosecuted by the Antimonopoly Committee of Ukraine for anticompetitive concerted actions.

Therefore, thanks to law enforcement intervention, the medical institution terminated the contract and re-announced a tender for the purchase of the relevant medical equipment, but for UAH 1.9 million.

The CPR found out that this was a contract that the Bereziv Central City Hospital had concluded with the individual entrepreneur Yaroslav Sakhno. The entrepreneur offered patient monitors, which can be bought on the market for UAH 71.2 thousand, to the medical institution for UAH 112.8 thousand. Beds - for UAH 87 thousand, while the market price is UAH 57.1 thousand.

According to media reports , Yaroslav Sakhno is associated with Loran Group LLC and Loran Trade LLC, which are on the AMCU's blacklist.

Berezovsk Central City Hospital is also planning to renovate and re-profile the medical facility: the premises will be converted into modern rehabilitation wards. The expected cost of the works is over UAH 28.2 million. Applications from contractors will be accepted until June 12, and the next day an auction will be held in an open bidding format with special features that provide for shorter deadlines for submitting applications and appealing.
