Vyzyrska Hromada plans to build a kindergarten shelter for 75 million

The Department of Education, Youth and Sports of the Vyzyr Village Council of Odesa Oblast has announced a tender to select a company that will be paid to build a shelter with protective properties of a radiation shelter in the Sonechko kindergarten.

This is stated in the Prozorro electronic procurement system, according to the Center for Public Investigations.

The kindergarten is located in the village of Pershotravneve. The auction is scheduled for November 4 in the format of open bidding with special features. The expected purchase price is UAH 75 million 326.4 thousand.

Open bidding with special features means that almost all terms are shorter than those in open bidding under the Public Procurement Law. This means that this procurement is much faster than open tenders. The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the beginning of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules for conducting tenders for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

At the end of September, the Vyzyr village council in Odesa region, instead of supplementing the information in the terms of reference for the overhaul of the shelter in Pershotravneve village, advised a possible bidder to visit the construction site and make calculations themselves.

The CPR notes that before the start of the tender, at the stage of submitting documents, a potential participant asked the customer to "provide a nomenclature (list) of materials and equipment, a list of resources, or approved project documentation" because this was not in the terms of reference.
