Village in Odesa region starts looking for a contractor to build a shelter for 30 million again

The Department of Housing, Construction, Improvement and Infrastructure Development of the Kuyalnytsia Village Council of Podilskyi District, Odesa Region, has announced a second tender to select a builder of a school shelter in the village of Malyi Fontan.

This is reported in the Prozorro electronic procurement system.

The auction is scheduled for November 13, and the winning company will have to complete the work by December 31, 2025. In late September, the department already held a tender for this procurement. The auction was held in the format of open bidding with the participation of two companies - Limited Liability Company "Construction Company "Reliance Plus" and Limited Liability Company "Kotovsky Asphalt Concrete Plant". The plant was chosen as the winner. The company agreed to work for UAH 33.7 million. The work is scheduled to be completed by December 31, 2025. However, in the end, both proposals were rejected and the auction was announced again.

The existing project was adjusted for the second time and now it has become cheaper. If in September the expected cost of the procurement reached UAH 36 million 388 thousand, now it is UAH 35 million 796 thousand 825.

Last October, Kotovskyi Asphalt Concrete Plant had already won a tender for this procurement. Back then, it agreed to work for UAH 19.5 million, which was a penny cheaper than the offer of its competitor, the private enterprise Eurotransstroy.

However, last year's auction was canceled and the agreement with the plant was terminated. The parties mutually agreed to terminate the agreement due to the need to make significant changes to the project.

Open bidding with peculiarities implies that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

It is worth noting that after the Russian invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
