Odesa University chose a supplier of dining room chairs for more than a million without an auction

The Odesa State University of Internal Affairs has selected a supplier of chairs for the dining room by holding a tender with one participant.

The relevant information is available in the Prozorro e-procurement system.

The procurement was conducted in the format of open bidding with special conditions, so there was only one participant - entrepreneur Natalia Didenko.

Open bidding with special features means that almost all terms are shorter than those in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

Therefore, if the deal is concluded, the entrepreneur expects to receive UAH 1 million 617.3 thousand for 300 chairs, which she must provide to the university by December 25.

It should be noted that Odesa State University of Internal Affairs recently held a tender to select a company to pay for the overhaul of the first floor of the Dining Hall building under the letter "B". The procurement was also conducted in the format of open bidding with the participation of one company - Oleksandr Production and Construction Company Limited Liability Company. The company expects to receive UAH 3 million 301.4 thousand, and if the agreement is concluded, the work should be completed by December 25, 2024.
