Odesa starts looking for a contractor to repair a 20 million dollar monument

The Department of Municipal Economy of the Odesa City Council has announced the search for a contractor for emergency works on the facade wing of a residential building at 12 Lyapunova Lane (now Oleksandr Roytburda Street), a cultural heritage site.

The announcement was published in the Prozorro electronic procurement system, according to the Center for Public Investigations.

It is about the Eduards apartment building, an architectural and urban planning monument of local significance. The expected cost of the purchase is UAH 20 million 604.1 thousand, and the winner of the tender will have to complete the repairs by December 31, 2025. The procurement is planned in the format of an open tender with special conditions.

Open bidding with special features means that almost all terms are shorter than those in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

Residents of the house at 12 Lyapunova Street have repeatedly complained, including to local deputies, about the condition of the building. Part of the facade and cornice are destroyed, and cracks have appeared in the arch. Last year, in February and March, the lane was blocked to take immediate stabilization measures. Almost 300 thousand hryvnias were spent on these measures.
