Odesa road giant chosen to repair roads in the city for 5 million without auction

The Road Maintenance Department of the Odesa City Council has selected a contractor for the routine repair of roadways and sidewalks of municipal streets and roads.
This is reported in the Prozorro electronic procurement system.
The procurement was held on October 18 in the format of an open tender with special conditions, and the only participant was Avtomagistral-Pivden Limited Liability Company. After the agreement is concluded, the company will have to repair 2,350 square meters of roads by December 31, 2024, and receive UAH 5 million 7 thousand for it.
We are talking about 600 meters of Mykhailo Boichuk Street on the section from Khvoyny Lane to Khadzhibeyska Road. 900 meters of Slobidskyi Descent on the section from Petro Ivakhnenko Street to the Third Vapnyaniy Lane. 850 meters of the Third Vapnyaniy Lane from Slobidsky Descent to Vapnyanoy Street.
According to the YouControl service, the owners of Avtomagistral-Pivden LLC until September 2022 were Valeriy Korotkov and Oleh Nalyvanyi from Odesa. Currently, the ultimate beneficiary is Oleksandr Boyko, a resident of Odesa region.
The company is on the list of Ukravtodor's selected contractors who received the largest contracts during the Big Construction. In 2021 alone, Avtomagistral-Pivden received contracts worth UAH 58.9 billion.
Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.
The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.
However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
