Odesa lyceum has chosen a contractor to repair the roof for 7 million

Odesa's Prymorskyi Lyceum held a tender to select a company that will be paid for major repairs to the roof, namely, work to eliminate accidents in a budgetary institution.
The relevant information is available in the Prozorro e-procurement system.
The procurement was conducted in the format of an open tender with special conditions, and the only participant was the private enterprise Stroygazservice. The owner is Angela Parchik. According to the YouControl service, the private enterprise was registered in 2019.
Open bidding with peculiarities implies that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.
The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.
However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
For example, the Specialized Installation and Maintenance Unit of the Odesa City Council selected a company to apply horizontal road markings with two-component plastic on three streets of the city.
The procurement was conducted in the format of an open tender with the participation of only one limited liability company, Foxroad. According to the YouControl service, the company was registered in Kyiv in 2021 and is mainly engaged in road construction. The ultimate beneficial owner is Tetiana Bila.
In July, SMEP chose the same company to apply road markings on Sakharova, Marselska, Ataman Holovatyi, and Genoese streets for UAH 5 million 781.5 thousand, also without an auction.
