NGO in Odesa decides to buy electronic warfare stations for 8 million

The European Business Association NGO has announced a tender for the purchase of mobile electronic warfare (EW) stations in eight bands.
This is stated in the Prozorro electronic procurement system.
The auction with an expected purchase price of UAH 8.5 million is to be held on November 4. The procurement is planned in the format of an open tender with special features.
Electronic warfare (EW) is a set of coordinated actions of military forces to: obtain information about the location of enemy electronic means, command and control systems and weapons, their destruction, capture, disabling, and electronic suppression; protect their own electronic means and command and control systems from enemy electronic intelligence and counter-electronic countermeasures. Electronic warfare is a type of combat support for troops.
Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.
The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.
Often, there is no auction during such tenders, so the participant has no competitors.
It is worth noting that after the Russian invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.
Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
