Feeding of schoolchildren in Primorsky district was estimated at 110 million

The Center for Financing and Economic Activity of Educational Institutions of the Primorskyi District of Odesa has announced a procurement to find a company that will be paid for catering services for students of general secondary education institutions.

The relevant information is available in the Prozorro electronic procurement system.

The winning company will have to provide the following over the next year

  • breakfast and lunch for students in grades 1-4;
  • breakfast and lunch for privileged students in grades 5-11;
  • gluten-free and lactose-free meals for students in grades 1-4 who are medically in need of such meals and belong to the privileged categories;
  • meals for children at Odesa Special School No. 75 will be three meals a day (breakfast, lunch and a snack).

The total number of students to be fed is 7,865. In total, we are talking about 35 schools in the district. The expected cost of the procurement is UAH 110 million 307.3 thousand.

The procurement is scheduled to take place in the format of an open tender with special conditions on December 30.

It should be noted that the Centers for Finance and Economic Activity and educational institutions of four districts of Odesa held tenders to select companies that will supply meals for schoolchildren. In particular, Prymorskyi and Peresypskyi districts chose Fabrika Smaku LLC, and Kyivskyi and Khadzhybeyskyi districts chose Ration Group, a private enterprise.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
