Construction of a shelter in a village in Odesa region has almost doubled in price

The Department of Housing, Construction, Improvement and Infrastructure Development of the Kuyalnytsia Village Council of Podil District, Odesa Region, has held a second procurement to select a contractor to be paid for the construction of a school shelter.
According to the Prozorro electronic procurement system, it is a school in the village of Malyi Fontan.
The auction was held in the format of open bidding with the participation of two companies - Limited Liability Company "Construction Company "Reliance Plus" and Limited Liability Company "Kotovskyi Asphalt Concrete Plant". The plant was chosen as the winner. The company agreed to work for UAH 33.7 million. The works are scheduled to be completed by December 31, 2025.
It should be noted that the project has been adjusted. In October last year, Kotovskyi Asphalt Concrete Plant already won a tender for this procurement. Back then, it agreed to work for UAH 19.5 million, which was a penny cheaper than the offer of a competitor, the private enterprise Eurotransstroy.
However, last year's auction was canceled and the agreement with the plant was terminated. The parties mutually agreed to terminate the agreement due to the need to make significant changes to the project. the companies did not pay anything.
According to the YouControl service, Kotovskyi Asphalt Concrete Plant was founded in 2014 in Podilsk (then Kotovsk - ed.). It is currently owned by Olena Antoniuk.
Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders.
The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.
Often, there is no auction during such tenders, so the participant has no competitors.
It is worth noting that after the Russian invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.
Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
