College in Odesa region decided to repair fire alarm system for 6 million

Tiligul Agrarian Vocational College in Odesa region has announced a tender to select a company to pay for the overhaul of fire alarm, fire warning and evacuation management systems and lightning protection in buildings marked A, E, Z, X, Ts.
The relevant announcement was published in the Prozorro electronic procurement system.
The procurement is scheduled to take place on September 16 in the format of open bidding with special conditions and an expected procurement value of UAH 6 million 573.3 thousand.
Open bidding with special features means that almost all terms are shorter than those in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.
The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.
Often, there is no auction during such tenders, so the participant has no competitors.
However, after the beginning of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.
Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
For example, the Road Maintenance Department of the Odesa City Council held a tender to select a contractor to be paid for the overhaul of two city streets.
The procurement was conducted in the format of open bidding with the peculiarity that Rostdorstroy Limited Liability Company had no competitors.
The municipal enterprise "Heat Supply of Odesa" also held a tender to select a company to pay more than 26 million for the reconstruction of a section of the heating network on Ukrainskih Heroiv Avenue (formerly Oleksandrivskyi Avenue - ed.).
The procurement was conducted in the format of an open tender with special features, and there was only one participant - Stroyspetstechnika Limited Liability Company.
"KP TMO has agreed on projects for the reconstruction of sites where it is possible to receive materials as humanitarian aid. The main requirement for the company is to complete the work as quickly as possible. The company announced a tender. Only one participant took part. All the submitted documents are currently being checked," the utility explained to Intent.
