Charitable Foundation in Odesa Starts Looking for a Drone Supplier for 8 Million

The Odesa Defense 2.0 Charitable Foundation has announced a tender to select a company to pay for the quadcopters.
The relevant information is available in the Prozorro electronic procurement system.
The procurement is divided into two lots. The first involves the purchase of 20 DJI Mavic 3 quadcopters. The winner will have to deliver them by December 17 - the price is UAH 1 million 854.2 thousand. The second lot also involves the purchase of 20 DJI Mavic 3T quadcopters for UAH 6 million 211.4 thousand.
The auction is scheduled to be held in the format of open bidding with special features. Open bidding with special features means that almost all terms are shorter than in open bidding in accordance with the Law on Public Procurement. This means that this procurement is much faster than open tenders.
The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.
However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
In August, the Main Directorate of the National Police in Odesa region held two tenders for the purchase of DJI Mavic 3 Enterprise quadcopters and pre-selected two companies registered in Kyiv as winners.
Both auctions had quite a few participants. Thus, 13 companies took part in one of them, which provided for the purchase of 14 DJI Mavic 3 Enterprise drones with an expected purchase price of UAH 2 million 568 thousand 734.
The winner was Kalheon Limited Liability Company, which agreed to sell the drones for UAH 2 million 69.8 thousand.
