What changes have occurred since November 1 to obtain a deferral?

In Ukraine, starting from November 1, the CCC and JVs no longer accept documents for obtaining a deferral from mobilization. From now on, those who can receive this deferral must apply to the ASC or apply through Reserve+. This is stipulated by the Cabinet of Ministers Resolution No. 1364 of October 24, 2025. This document amended the Resolution "On Approval of the Procedure for Conscription of Citizens for Military Service during Mobilization and for a Special Period". The Resolution is applicable from November 1, 2025.
The lawyers of the free legal aid system explain where to apply for a deferral from mobilization and who will receive an automatic extension.
How to apply for a deferment
According to the lawyers, there are two ways to submit documents:
- via Reserve+
- or in person through the ASC.
It should be noted that the ASC does not make a decision on the deferral - it only submits the documents to the TCC and the JV. Within 15 days, these documents must be reviewed and a paper version of the deferral document must be issued. This service is free of charge.
Who will receive an automatic extension of the deferral period
Some categories of citizens will now receive an automatic extension of the deferral period. According to lawyers, they do not even need to apply or re-apply to the ASC. These categories of people, if they have the Reserve+ application, should have received a notification by November 5 that their deferral was automatically extended. They should wait for the notification and update the document in the application.
The following categories will receive an automatic extension of the deferral period:
- People with disabilities
- Temporarily un fit for military service
- Parents of 3 or more children under the age of 18 (provided that three children are born in a valid marriage)
- Parents of a child with a disability under the age of 18
- Parents of an adult child who is a person with a disability of group I or II
- Those who have a spouse with a disability of group I or II
- Those who care for a father or mother with a disability (their own or their spouse's)
- Women and men raising a child under 18 years of age if their husband or wife is in the military
- Full-time or dual enrollment students who are pursuing higher education, as well as doctoral students and interns
- Scientific, research and teaching staff who teach and work at the main place at least 0.75 time
- People whose close relatives were killed or went missing during hostilities or during martial law
- Relatives of the Heroes of Ukraine who were posthumously recognized for their courage during the Revolution of Dignity
- Persons illegally deprived of their liberty due to the aggression of the Russian Federation
- Military personnel released from captivity and others.
If the automatic extension did not occur
Lawyers note that if the system cannot confirm the grounds (for example, due to the dissolution of a marriage with a person with a disability), the extension will not take place. If a person still has grounds for a delay, they should try to update the information in the registers. If this is not possible, you should apply to the ASC with the relevant documents.
What to do if a paper certificate of deferral with a wet stamp is requested
Lawyers assure that such a certificate is no longer issued. You can confirm the deferment using Reserve+ or with a paper copy of your military registration document.
