How to Obtain a Child's Birth Certificate in Ukraine: Online and Offline Guide

A birth certificate is the first official document of a child that must be issued within a month of his or her birth. Late registration is punishable by a fine of UAH 51 to 153.
What you need to get a child's birth certificate
You can obtain the document both online and offline.
How to get a birth certificate online
Through the Diia portal. An electronic certificate is issued through the eBaby service:
- Log in to the portal with an electronic signature.
- Fill out an online application and select the necessary services.
- Sign the document with an electronic signature.
- The application is automatically sent to the Civil Registry Office, after which the parents receive a notification that the document is ready. One of the parents can pick up the certificate.
How to get a birth certificate offline
Through the Civil Registry Office or the ASC. You can apply for a certificate in person by contacting the relevant institution and submitting
- passports of both parents (or one of them)
- application for registration of the child;
- marriage certificate (or a joint application for entering data about the father);
- a medical birth certificate.
If the child was born outside of a medical facility (for example, at home or on the road), additional medical examination and supporting certificates are required for registration.
How long does it take to issue a child's birth certificate?
A birth certificate is issued on the day of application, provided that all the necessary documents are available, and in case of submitting an application in electronic form - on the day of its receipt or no later than the next business day if such an application is received outside the working hours of the civil registration department.
State registration of birth on the basis of a court decision establishing the fact of birth in the temporarily occupied territory of Ukraine is carried out by the civil registration office at the place of the court decision on the day of receipt of a copy of such decision or by any civil registration office on the day of its submission by the applicant.
Registration of the child's place of residence
Within three months after the birth is registered, the child must be registered at the place of residence of one of the parents. This can be done through eBaby or at the ASC by providing
- birth certificate
- parents' passports;
- a receipt of payment of the administrative fee (UAH 14);
- consent of the second parent (if they are registered at different addresses).
Late registration of a place of residence is subject to a fine.
Additionally, at the ASC, you can apply for state assistance at birth and receive a"baby package".
