How to get an accommodation allowance for IDPs

Starting from July 1, 2025, the Pension Fund of Ukraine will provide accommodation allowance for IDPs. Now you can also apply at the Pension Fund's service centers. At the same time, you can also apply to ASCs or social security departments - the number of application points is not limited.
Internally displaced persons can receive a monthly allowance from the state to cover their living expenses. In 2025, updated rules apply: some citizens receive payments automatically, while others need to submit an application. We will tell you who is eligible for assistance, where to apply, how to fill out an application, and when payments may be terminated.
Who is eligible for assistance?
Without an application:
- Pensioners whose pension as of January 1, 2025 does not exceed ₴9,444 (4 subsistence minimums for the disabled)
- Persons with disabilities of group I or II
- Children with disabilities under 18 and children with serious illnesses
- Orphans, children deprived of parental care (up to 23 years of age), including those in foster care
- Guardians, educators, foster parents of children from these categories
With an application:
- Unemployed persons caring for a child under 14 years of age
- Families with three or more children under 18
- Those who are registered at the employment center or studying/starting a business and have children under 14
- Persons taking care of a disabled person of group I, seriously ill or people aged 80+
- Children under 14 without parents (applicant is a relative)
- Pregnant women from 30 weeks
- Persons 60+, not pensioners, with an income of up to UAH 9,444
An application for accommodation allowance for internally displaced persons is required for those who are not eligible for automatic extension of payments or apply for the first time.
Where and how to apply?
Starting July 1, 2025, IDPs can apply for accommodation allowance:
- Online - via the Diia application or website
- Offline - by contacting the ASC or the social protection department at the place of actual residence
- Offline - bymail to the relevant body of the Pension Fund of Ukraine
When applying for Diia, you need to log in, fill out a questionnaire, and specify your IBAN account. If you apply at the ASC, you need to bring your passport, identification code, IDP certificate and, if necessary, documents about children or disability.
The procedure for obtaining an IDP certificate, which is required to receive an accommodation allowance, has not changed. As before, you can apply for it by contacting an authorized person of the local authorities, the ASC, or submit an application through the portal or the Diia application.
When can payments be stopped?
- If the income per family member exceeds the established norm
- If a person stays abroad for more than 30 consecutive days or more than 60 days in 6 months without a valid reason
- If you own housing outside the combat zone and its area exceeds 13.65 m² per person
- If false information is provided or other violations are detected
- If the person is serving a sentence in a penitentiary
- If a person has returned to their permanent place of residence or left abroad for good
In Odesa region, a significant increase in IDPs, especially after the de-occupation of Kherson region, put a strain on support systems - there were not enough places to settle, problems with registration and technical delays in benefit payments, in particular, large families faced incorrect accruals due to errors in the database.
Thus, the accommodation allowance for IDPs is an important support in difficult circumstances. To receive it, you need to submit applications in a timely manner and be informed of changes.
