Ukraine's Military Registration Rules: Key Changes for 2024 Conscripts

According to the Law of Ukraine "On Military Duty and Military Service," male citizens of Ukraine who turn 17 in the year of military registration are registered for military service.That is, if a citizen turns 16 in 2024, he or she must be registered in 2025, the Ministry of Defense of Ukraine explained.

Conscripts and persons liable for military service must be registered with district (city) military commissariats.

To be registered for military service, you must personally appear at a military registration and enlistment office.

Documents required:

Upon arrival at a new place of residence, conscripts and persons liable for military service are obliged to register for military service within seven days and to withdraw from the military registration no earlier than three days before leaving the place of residence.

In wartime, it is prohibited for conscripts and persons liable for military service to leave their place of residence without the permission of the district (city) CMC and JIC.

Military registration document

Conscripts, persons liable for military service, reservists and servicemen are issued a military registration document.

A military registrationdocument is a document that determines the affiliation of its holder to the performance of military duty, which is issued (created) and issued to a citizen of Ukraine who is a conscript, liable for military service or a reservist, including if he or she was excluded from the military registration of conscripts, liable for military service and reservists and did not receive such a document before the entry into force of the Resolution of the Cabinet of Ministers of Ukraine of May 16, 2024 No. 559 "On Approval of the Procedure for the Registration (Creation) and Issuance of Military Registration Documents".

The military registration document is issued (created) and issued (replaced):

During the period of mobilization (except for targeted mobilization), authorized representatives of the territorial center for recruitment and social support or police officers, as well as representatives of the State Border Guard Service, have the right to demand from male citizens aged 18 to 60 years a military registration document (including in electronic form) together with an identity document.

During the verification of documents, the citizens' affiliation with military duty is checked, their personal data and military registration document data are compared with the military registration data of the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists of the CMC and JV. Representatives of territorial recruitment and social support centers, state border protection bodies or their structural subdivisions of the State Border Guard Service and police officers may use technical devices, means and specialized software with access to the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists.
