Vypasna hub school chooses contractor to build a shelter for 39 million

The Vypasnyanske Secondary Education Institution of the Molohivka Village Council of the Bilhorod-Dnistrovskyi District of Odesa Oblast has preliminarily selected a contractor for the construction of a radiation shelter.

This is reported in the Prozorro electronic procurement system.

The procurement was conducted in the format of an open tender with special features and Alder Group Limited Liability Company was selected as the contractor. The LLC had no competitors, so it expects to receive UAH 39 million 495.5 thousand for the work.

According to the YouControl service, Alder-Group LLC was registered in 2016. Currently, the ultimate beneficiary is Iryna Voronova from Reni, Odesa region. She is also the director of the company.

The protective structure is planned to be built on the territory of the lyceum in the village of Vypasne, Bilhorod-Dnistrovskyi district. The project envisages the construction of a radiation shelter for 250 people. The expected value of the procurement is UAH 41 million 376 thousand.

All works are to be completed by August 1, 2025.

According to Dozorro, the educational institution has already conducted a procurement for the construction of the shelter. But the auction was canceled due to lack of bids. The first auction was announced in July.

Alder-Group LLC has already dealt with the Vypasna Secondary School. In August 2023, the institution chose the company as a contractor for the overhaul of the shooting range to equip the simplest shelter for the local school.

Open bidding with peculiarities means that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open bidding.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
