Vitaliy Shtuchenko Appointed New Head of Kherson Infrastructure Department

The Kherson Regional State Administration has changed the head of the infrastructure department. Vitaliy Shtuchenko became the new head.

This is stated on the website of the Kherson Regional State (Military) Administration.

According to the Youcontrol registry, Mr. Shtuchenko took up his duties on April 4. Prior to that, he worked as a leading consultant at the Kherson Regional State Administration. The previous head of the department was Oleh Yaroshak, who was appointed to this position in the spring of 2023.

It should be noted that the Department of Infrastructure is one of the most important in the structure of the regional state administration, as it is the department that holds most tenders for construction and repair works, including infrastructure facilities such as roads and bridges.

In his declaration for 2024, Vitaliy Shtuchenko indicated three land plots in the village of Bilenke in Donetsk Oblast with a total area of almost 4,000 square meters, two of which are owned by him, and one belongs to his wife, but he has the right to use it. In Bilenke, the family also owns a 288-square-meter residential building owned by his wife.

In addition, in 2024, the Shtuchenko family began renting a 180 m² house in the village of Kriukivshchyna, Kyiv region. All members of the official's family live in this house.

The car fleet of the Stuchenko family consists of three cars: the most expensive is a 2016 Toyota Land Cruiser Prado 150, which the official purchased in July 2020. At the time of purchase, the cost of the car was UAH 1,008,000. His wife, Olha Shtuchenko, owns a 2018 Lexus RX350. She purchased this car on January 1, 2018, for UAH 800,000.

In 2024, his daughter Sofia Shtuchenko declared a 2015 Nissan Rogue in May. The cost of this car is indicated according to the latest monetary valuation - UAH 250,000.

Shtuchenko received UAH 1,557,313 from his business activities, which is almost four times higher than his official salary at the Kherson Regional State Administration - UAH 381,503.

His daughter, Sofia Shtuchenko, declared UAH 250,000 of income from the alienation of movable property. The new head of the department keeps $232,000 in cash and has funds in PrivatBank accounts totaling UAH 41,106. His wife has USD 35,600 in cash, as well as UAH 77,056 and a card account with PrivatBank.

Earlier, Intent wrote that Kherson region announced tenders for major road repairs in the village of Posad-Pokrovske worth more than UAH 500 million. The auctions will take place on April 10, and the work should be completed by the end of 2025.

In addition, Kherson has announced tenders for the maintenance of state roads worth over UAH 180 million. The works, which include repairs, roadside cleaning, and emergency response, should last until March 2026.
