Vice Mayor of Mykolaiv Lukov declared half a million in cash

The first deputy mayor of Mykolaiv , Vitalii Lukov, declared more than a million hryvnias in his 2025 declaration of salary and 540 thousand hryvnias in cash savings. At the same time, most of the real estate is registered in his wife's name, and the official himself lives in an apartment owned by another person.

This was reported by the Center for Public Investigations.

According to the document, the declaration lists several properties, mostly registered in the name of the official's wife , Larysa Lukova. In particular, she has the right to permanent use of a 10,000-square-meter land plot in the village of Kazanka, Bashtanka district. The owner of this land is the Kazanka village council.

Also in 2023, the official 's wife purchased a land plot of 555 square meters in Mykolaiv. At the time of purchase, its value was 19.5 thousand hryvnias. In the same year, she became the owner of a 29.7-square-meter garden house declared for 123 thousand hryvnias.

Vitaliy Lukov himself uses a 58.2-square-meter apartment in Mykolaiv. The property belongs to Iryna Bolshakova, and the official has the right to live in this apartment.

The official also owns a 2012 Nissan Note car, which he purchased in 2016 for 123 thousand hryvnias. In addition, he declared a 1995 Tourist trailer, which he has owned since 1995.

The main source of income of the official in 2025 was his salary in the executive committee of Mykolaiv City Council. During the year, he received UAH 1 million 93 thousand 432. In addition, the official declared UAH 3 thousand of payments from the trade union committee of the executive committee of the city council and UAH 9 thousand 348 of additional benefits from the NGO "Ecoclub".

The official's wife Larysa Lukova works at the municipal non-profit enterprise Voznesensk Multidisciplinary Hospital, where she received 443,711 hryvnias in salary over the year. She declared another UAH 58,501 as income from her part-time job at the Voznesensk Geriatric Nursing Home.

The official declared 320 thousand hryvnias in cash, while his wife declared 220 thousand hryvnias. In total, the family keeps 540 thousand hryvnias in cash. No other assets, such as securities, corporate rights, or construction in progress, were listed in the declaration.

As previously reported by the CPR, Vitaliy Lukov received the most additional payments among the city's leadership last year. In April, he received UAH 71 thousand of financial aid to solve social and domestic issues, and in August - another UAH 70 thousand for health improvement. In addition, he received vacation pay in the amount of UAH 41.9 thousand.

It is also noted that in the first half of 2024, the First Deputy's bonus was almost twice his official salary. In total, he received UAH 828.7 thousand in income for the year, of which UAH 141 thousand was financial assistance.
