Veterans Hospital in Odesa to be repaired by a newcomer for 70 million

An absolute newcomer to the market will carry out a partial reconstruction of the veterans' hospital in Odesa on Fontanska Road. An agreement worth almost UAH 70 million is about to be signed with the Construction Technologies consortium.

Intent learned about this from the electronic procurement platform Prozorro.

The tender was announced by the Department of Capital Construction and Roads of Odesa Regional State Administration. It is about the reconstruction of the 3rd and 4th floors, as well as the facade of the building of the Multidisciplinary Veterans Hospital at 114 Fontanska Road: 114 Fontanska Road. The expected cost of the work was UAH 70.9 million, but the contractor reduced the price by only one million.

The auction on Prozorro was held on May 5 in the format of open bidding with special features, but only one company took part in it - the same Construction Technologies consortium. Under the terms of the tender, the deadline for completing the work is May 31, 2026.

Despite the lack of experience in the market and the company's newness, the agreement worth UAH 69.9 million is being prepared for signing.

According to Opendatabot, the consortium was registered on March 4, 2025, in Kyiv. That is, the company is only 2 months old, and it is already participating in public procurement. Its authorized capital is UAH 250 thousand, and its main activity is the construction of residential and non-residential buildings.

The company is headed by director Oleksiy Bakytko. The founders are two Ukrainian legal entities - Trade House FRAY LLC, which owns 51% of the authorized capital, and Soyuzenergoremont, a private production enterprise, which owns 49%. The ultimate beneficiaries are Anatoliy Mazur and Oleg Galyuk.

In addition to its core business, the company has a wide range of additional activities. These include the installation and dismantling of equipment, construction of roads, bridges, tunnels, water facilities, pipelines and telecommunications, as well as numerous specialized construction, repair, finishing and logistics services. In general, the firm positions itself as a multidisciplinary player in the field of construction and infrastructure projects.

Meanwhile, the Capital Construction Department of the Odesa City Council signed a contract worth more than UAH 148 million with the AVIS consortium for internal repair and restoration work at the Valikhovske building of the infectious diseases hospital, where it was the only bidder. And a modern rehabilitation center is to be built at Odesa City Hospital No. 1, known as the Jewish Hospital, for UAH 58 million.
