Utility companies in Mykolaiv are hiring debt collectors to collect debts

The Mykolaiv City Municipal Enterprise “Mykolaivvodokanal” has announced a tender to procure the services of a debt collection company to work with debtors for water supply and wastewater services. The estimated cost of the procurement is 1.24 million hryvnias.

The relevant information has been published on the Prozorro public procurement system. The enterprise plans to engage a contractor by the end of 2026 to work with customers who have accumulated debt for services consumed.

According to the tender documentation, “Mykolaivvodokanal” expects to collect over 6.2 million hryvnias in arrears. The projected amount to be recovered under the contract is 6,221,821 hryvnias.

The debt collection agency will work with a registry of debtors provided by the water utility. It will be able to negotiate with delinquent customers, send notices, claims, and other communications aimed at settling the debts. However, the right to collect the debt will remain with the municipal utility, and the debts will not be sold to collection agencies. Debtors will make all payments directly to the “Mykolaivvodokanal” account.

According to the draft contract, the contractor’s remuneration will be a percentage of the funds actually collected. The specific percentage will be determined based on the results of the tender. At the same time, the calculation formula provided in the documentation indicates that, given an expected procurement value of 1.24 million UAH, the maximum fee could amount to approximately 20% of the total amount of debts recovered.
The services are to be provided through December 31, 2026. Upon receiving the list of debtors, the contractor will be required to submit monthly reports on the results of its work. If no debt is repaid during the reporting period, a certificate of services rendered will not be issued.

The tender documentation emphasizes that the collection agency must operate strictly within the framework of current legislation and is not permitted to use unlawful methods to influence debtors.

As of May 1, consumers owed the municipal utility “Mykolaivvodokanal” nearly 258 million hryvnias.

Earlier, Intent reported that the municipalutility “Mykolaivvodokanal” announced and concluded dozens of procurement contracts worth hundreds of millions of hryvnias through 2026. The company spent the most on electricity, fuel, network repairs, and maintaining the operation of water supply and wastewater systems.

As a reminder, employees of the “Mykolaivvodokanal” municipal utility appealed toMayor Oleksandr Senkevych, demanding the dismissal of Director Hennadiy Izyumov. 

Earlier, Mykolaiv announced a tender for the reconstructionof a sewer collector onChkalova Street—the city is prepared to spend over 59 million hryvnias on the work. The project involves the complete replacement of worn-out networks and the modernization of infrastructure, with completion scheduled by the end of 2026.
