USPA's Black Sea branch selected the Black Sea port as a service provider for 16 million without an auction

The Black Sea branch of the state enterprise Ukrainian Sea Ports Authority has selected the state enterprise Chornomorsk Commercial Sea Port as the provider of ice-aided services without an auction.

The relevant information is available in the Prozorro e-procurement system.

It is about the use of two tugs of the port, which will, if necessary, break the ice in the entrance channel and the port area during the ice campaign. If the agreement is signed, the port will be paid UAH 16 million 114.2 thousand for this.

For the duration of the ice campaign in the waters of the Chornomorsk seaport, the tugs that provide icebreaking operations should be located in the waters of the Sukhoi Estuary of the Chornomorsk seaport.

The procurement was carried out in the format of an open tender with special conditions. This format provides that almost all terms are shorter than those in open tenders in accordance with the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting bids is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

It is worth noting that after the Russian invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the Center for Financing and Economic Activity and Educational Institutions of the Khadzhybeyskyi District of Odesa held a tender to select a company to supply food for schoolchildren. The only participant was the private enterprise Ration Group. The company expects to receive UAH 10 million 193.7 thousand for the work.
