Usatove Village Council Awards ₴1.2M Contract for Cemetery

The Usativ village council of Odesa district has entered into an agreement with private entrepreneur Oleksandr Shchygelskyi to develop design and estimate documentation for the reconstruction of the cemetery in the village of Usatove. The total cost of the work will be UAH 1.2 million. The project should be completed by December 31, 2025.

This was reported by the Center for Public Investigations.

As it became known from the Prozorro platform, the procurement was carried out without the use of an electronic system and without an open tender. The customer, Usativ Village Council, used the provisions of Cabinet of Ministers Resolution No. 1178, which allows direct contracts to be concluded without competitive procedures during martial law.

The agreement was signed on April 21, 2025, with Oleksandr Shchygelskyi, a private entrepreneur from Odesa. From April 21 to December 31 of this year, he will provide his services to the village council.

According to youcontrol, Shchygelskyi is the owner of a small business registered since 2020 and has experience in engineering and architecture, which allows him to take on such an important project. According to open source information, his company is engaged in various activities in the field of construction and architecture, as well as provides services in the field of geodesy and technical consulting.

The Usativ cemetery, which is known throughout Ukraine, is located in Odesa district and is a historic necropolis with numerous Cossack burials and a mound that is an archaeological monument. Currently, there are only about fifty intact stone Cossack crosses left at the cemetery, most of which are being destroyed by external influences.

In recent years, the cemetery has not received proper care, which has led to its destruction.

Intent wrote that in Odesa, deputies agreed on funding to install video surveillance cameras at the Western Cemetery.
