Odesa District Awards ₴21.1M Contract for Civil Defense Facility Construction

The Usativ village council of Odesa district has conducted a procurement to select a contractor to be paid for the new construction of a civil defense facility for 200 people.

The relevant information is available in the Prozorro electronic procurement system.

The construction of the shelter is planned on the territory of the Mizhlymansk gymnasium in the village of Naberezhne. The procurement was conducted in the format of an open tender with special conditions, and the only participant was Bereg Trans Bud Limited Liability Company.

After signing the agreement, the company expects to receive UAH 21 million 81.6 thousand.

According to the YouControl service, the company was registered in Mykolaiv in 2021. The owner is Ruslan Bohlayev.

In August 2024, the Center for Public Investigations learned from the list of basic material resources that the utility company Vysokopillia Komunservice would repair the water supply network in the village of Vysokopillia, Beryslav district, Kherson region, at prices that were at least 1.5 times too high. The utility company then entered into an agreement with Bereg Trans Bud LLC.

Open bidding with peculiarities implies that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
