Unidentified persons ordered the delivery of balloons with a combination of colors matching the colors of the Russian flag before the session of the Odesa City Council.

This was reported by Andriy Vagapov, a deputy of the Odesa City Council.

"A provocation on the eve of the 41st session of the Odesa City Council. Russia does not give up trying to destabilize Odesa. Half an hour before the session, a large delivery of "white helium balloons" arrived at the city council. Then the "blue" ones arrived. And finally, the red ones. The police and the Municipal Guard reacted before the latter arrived, detained them and drew up reports. The provocation failed," the deputy said.

It should be noted that on July 2, the Odesa City Council met in the morning for a regular session, but the deputies did not even have time to vote on the agenda because the air raid alarm sounded twice in half an hour. The deputies interrupted the meeting and went down to the shelter during the threat.

Intent traditionally broadcasts the meeting online.

At the plenary session, the deputies are to make changes to the city's targeted programs. For example, the provision of housing for orphans, children deprived of parental care, persons from among them, and large families raising five or more children for 2023-2025. According to the draft decision, instead of receiving housing from the city, they will be offered to provide orphans with money to purchase housing on their own.

In addition, they will approve the budget for these four programs until 2028. As Deputy Mayor Anna Pozdnyakova explained at a meeting of the Housing and Communal Services Commission, millions and billions of hryvnias were added to the programs to be able to attract international technical assistance in the future. According to her, this is done in order to catch up with similar planning in the EU - their 7-year planning ends in 2028. In the future, Ukraine will also develop its programs for 7 years.
