UAH 46 million planned for construction of shelter for kindergarten in Kherson region

The Vysokopilska community has applied for a state subvention to build a shelter in the Barvinok garden, but funding has not yet been confirmed. The local budget has allocated only more than half a million hryvnias out of the total 46 million for the project.

This is evidenced by data from the DREAM ecosystem.

In Vysokopillia, Kherson region, the construction of a new civil defense facility for the Barvinok preschool was initiated. The project provides shelter for 105 children and 30 staff members of the institution, which was affected by shelling and hostilities in the community.

According to the project description, the structure will be partially buried, which allows for reliable protection of children and staff, while remaining visually "invisible" and not taking up valuable space on the institution's territory. The shelter will provide protection against ionizing radiation, airborne shock waves, debris, high temperatures and combustion products.

The main shelter should be divided into zones according to the age groups of children, with sanitary and hygienic facilities, a medical center, ventilation and technical rooms, and water and food storage.

The total budget of the project is UAH 46.1 million, of which 45.5 million is for construction and 556 thousand for design. The main spending unit is the Kherson Regional State Administration, and the balance sheet holder is the Vysokopil Village Council.

To implement the project, the Vysokopilska community applied for subventions from the state budget through the State Fund for Regional Development and other support programs. Thus, in 2025, applications for the construction of the facility amounted to more than UAH 35 million under each of the two programs, but consideration has not yet begun.

The project is in line with the Vysokopilska community development strategy for 2025-2027 and the operational goal of organizing an effective civil protection system, providing for new shelters in educational and healthcare institutions.

In addition, only 650 thousand hryvnias out of the required 19 million hryvnias were allocated from the local budget for the construction of an outpatient clinic in the village of Ivanivka, Kherson region. The application for a state subvention was submitted in early 2025, but has not yet been approved.
