UAH 21 million planned for installation of boilers in Mykolaiv region

On December 18, the Department of Urban Planning and Architecture of the Mykolaiv Regional State Administration signed a contract with a contractor to overhaul the heating networks of the Mykolaiv Regional Clinical Hospital.

This is evidenced by the data of the public procurement system Prozorro.

The works will be carried out at 1 Kyivska Street. The renovation of the networks will ensure a stable heat supply to the medical facility. The contract with Mykolaivmiskbud LLC worth UAH 21,339,396 was concluded without an open bidding procedure, which is justified by the critical situation in Mykolaiv's energy infrastructure.

Due to regular rocket attacks and significant damage to the Mykolaiv CHP plant, the city faces a real threat of disruption of the heating season, which is especially dangerous for healthcare facilities. In order to prevent an emergency and ensure the smooth functioning of the Mykolaiv Regional Clinical Hospital, there was an urgent need to connect solid fuel boilers, which were provided as humanitarian aid from the International Organization for Migration.

Since a positive expert report on the project for the overhaul of the heating networks was received only on December 10, 2025, this became the legal basis for the immediate start of work. The Department decided to use the provisions of CMU Resolution No. 1178, which allow for a simplified procurement procedure in the presence of an urgent need due to the objective circumstances of martial law and the need to urgently restore critical infrastructure.

The project will be financed with UAH 14,530,480 from the state budget and UAH 6,808,916 from the local budget. According to the terms of the contract, the contractor is obliged to complete a full range of works by September 30, 2026, including site preparation, heating networks, repair of access roads, and landscaping of the surrounding area.
