Mykolaiv region selects contractor for construction of shelter for 86 million

In Mykolaiv region, UAH 86 million was allocated for the construction of a shelter for a gymnasium. The contract was awarded to an enterprise with corruption risks without competition.

This was reported by the Center for Public Investigations.

At the end of November 2025, the Department of Education, Culture, Youth and Sports announced a tender for the construction of a shelter on the territory of Bereznehuvata Gymnasium #2. The expected cost of construction was over UAH 87 million. Since only one bidder submitted a proposal, no auction was held and the winner was determined without competition.

According to the YouControl monitoring system, the company was founded in 2005 with a charter capital of UAH 31,500 in Mykolaiv. The main KVED is construction of residential and non-residential buildings. The owner of the company is Yevhen Dakhov. The company is affiliated with LLC "Center-RUM", which owns 100% of the company.

The company has been participating in public tenders since 2017 and has earned about UAH 16 million. The company's main customers were the Capital Construction Department, the Department of Housing and Communal Services, and the Regional Service Center of the Ministry of Internal Affairs in Mykolaiv region.

In 2019, the company did not participate in tenders, and the last known contract dates back to 2024 for UAH 1.2 million for the overhaul of the roof of the building of the Mykolaiv City Center for Support of War Veterans. The company's most expensive tender was in 2012, worth UAH 3.1 million.

Against this background, the contract for the construction of a shelter for the Bereznehuvata gymnasium for more than UAH 86 million looks rather unexpected.

As for the criminal proceedings, the last one in 2015 concerned misappropriation and embezzlement of property. Thus, according to the decision of the Central District Court of Mykolaiv, in 2014, a criminal proceeding was registered in the URPTI on the grounds of a criminal offense under Part 5 of Article 191 of the Criminal Code of Ukraine, on the fact that officials of BC Basis LLC knowingly entered false information into documents. The investigator filed a petition with the court to obtain temporary access to the documents in the possession of the bank in order to investigate the information on the movement of funds on the bank accounts of LLC "Construction Company Basis".

At the same time, according to the Opendatabot service, the owner of the company owns seven other companies. Their activities include the lease and operation of owned or leased real estate, cultivation of cereals, legumes and oilseeds, construction of residential and non-residential buildings, etc.

Thus, a contract for multimillion-dollar construction can be awarded to a contractor with corruption risks who has experience in construction work but has not worked on public tenders for a long time and suddenly receives a large contract in Mykolaiv region.

In August, Mykolaiv chose a contractor to overhaul kindergarten No. 87. The company is known in the region for criminal proceedings related to alleged embezzlement and overpricing of construction materials.
