Tortured by electric shock: Russian commandant received suspicion for torturing residents of Kherson region

A Russian "commandant" who tortured civilians and forced them to cooperate with the occupiers was exposed in Kherson region. The police established his involvement in two more cases of torture.

This was reported by the press service of the Kherson regional police.

Kherson police have found that the "garrison chief" of the Russian occupation forces is involved in two more cases of torture of civilians.

It is a 41-year-old resident of Donetsk region, who was appointed "deputy commandant-commander of the garrison" of the Russian Federation in Skadovsk district in the spring of 2022. In February 2025, he was sentenced in absentia to 12 years in prison for a previous war crime, and now investigators have established new facts of ill-treatment of civilians.

According to the police, on May 1, 2022, the suspect and a group of soldiers arrived at the home of a 37-year-old resident of Lazurne, checked his documents, and detained the man at gunpoint. The victim was transported to a seized sanatorium, where, in a semi-basement, the suspect interrogated him about his weapons, participation in rallies, and work, and after refusing to answer, he repeatedly kicked him.

The next day, the interrogation continued, and after new blows, the man did not agree to cooperate. On May 3, he was taken outside and left without documents. During his detention, the victim was kept in unsanitary conditions without food, hygiene or the ability to use the toilet.

The second case occurred on May 2, 2022, near Novochornomoria. There, the perpetrator and the Russian military detained a 41-year-old worker, kicked him at least ten times and interrogated him about the presence of weapons. During the torture, he imitated an execution by putting a rifle to his head and groin, and later tortured him with electric shocks. Finally, the victim agreed to provide the necessary information and was released.

In coordination with the regional prosecutor's office, the police notified the suspect in absentia of war crimes - cruel treatment of civilians and other violations of the laws of war committed by a group of people by prior conspiracy.

On February 26, 2025, a court in Kherson region sentenced him in absentia to 12 years in prison for a previous war crime.

Also in January, a former law enforcement officer who joined the enemy was sentenced in Kherson. He was accused of defecting to the enemy and torturing detainees during the occupation of the city.
